An Armored car (NOT an Insurgent though) would be make this setup a walk in the park if everyone is on the same page.
Once everyone is in car with you, break into the base, drive quickly & don't stop until you reach the end of pier ... from there find a good spot with decent cover, get out, take out the Buzzard while the rest of the crew take out the MerryWeather team guarding the Valkyrie ... once you commandeer it, either land on top of the building & prepare to take out the helicopters with the Heavy Snipers or keep flying & let your gunners take em out.
