My tips: I like to approach the bowl where the insurgents are at from the North side, usually everybody else attacks from the south side. The enemies won't be able to find good cover if you pinch them like that.
I like to stay off-road most of the way to the drop-off, because it doesn't make sense to offensively fight them until the objective changes to "Take out Merryweather". The problem is that the Insurgent pickup driver needs to take care not to lose his gunner.
The route I like to take is to follow the tracks north, then take the ones that curve west through the short tunnel, then drive straight to the Alamo Sea Beach and follow it around until you get past Grapeseed, then take the dirt road from there to the dropoff. The Insurgent can handle the deep water next to the bridges.
Be aware that the Insurgents don't have bulletproof glass, and you should always be ducking if you aren't shooting. The Insurgent gunner can always retreat into the cab if he starts getting too shot up.

It seems the helicopter problems are not fixed, or at least they have migrated. I played through this one tonight, and the enemy NPC helicopters stayed hovering over Sandy Shores. It is required to take them out to clear the "Take out Merryweather" objective.
