It would be even better if you could get vehicles in the back, and tie it down or something like that, but the way it already is, it is huge, fast, and high as balls (off the ground, not trying to make weed joke lol)

This is TOTALLY going to show what kind of player i am (hint: hoarder) but... I´m quite sure I only ordered it this one time to take that pic for the Fast and Furious property. Oh, i drive it often because it´s my new CEO mission toy, and nowadays I tend to do Transporter when I have some dead time between import/exports and MC sales, but as far as ordering it to spawn in the street? Only then and the only thing i remember is you have to be a CEO (unlike Pegasus). I was in the city, but since it spawned right next to me I`d assume it follows the same rules the CEO vehicles do

Yea, I too assume it follows the same rules as the CEO vehicle.

UPDATE: It follows the same rules as personal vehicles, You can't have both an SV & PV at the same time & there's a 5 minutes cool down for SVs.

They have to source 4 wrecked Stormbergs loaded on Wastelanders, 6 will NPC Wastelanders spawn in freeroam, 4 are carrying the Stormbergs & 2 are "False" carrying an Elgey Retro & another car.
