If you hadn't noticed, the Halloween Surprise Horns are availble again, assumably for a limited time. Bram's been waiting to put one on his Hearse:

That's odd because if you bought one for any vehicle before it should have still been available in your horn's menu as I have had them for a year now in the menu.

I wish that there was more customizatbiliy for all cars, IDK just me. It seems once they release a version of a vehicle, they don't add any extra customization. For instance, instead of allowing more upgrades for the Daemon, they released a new one (although still the same name in game text) with different customizations than the original.

I read somewhere that it causes problems if they retrofit\add customizations to an existing vehicle & it's easier for them to rerelease a vehicle as a separate one with new customizations. I'm not sure how they convert the low riders, but the "Custom" cars are separate vehicles in the files.

I believe as IceDree says it's because it would cause errors in the orignal vehicles if the new options were retrofitted though I think a simpler solution could have been simply delete the original model from the game and release the new version.
Nobody would really notice the difference (unless you owned the original) and it would still be spawning in traffic to steal/store etc.
Personally the customization we have is good but could always be better but it really has been a while since I've actually bothered to customize a vehicle, I did the Shotaro's purely because I wanted to but most of my other cars are still the bog standard stock models with an occasional horn/wheels fitted.
If I were racing etc then I'd have upgraded them but with the current focus on CEO/MC Club the stock vehicles are doing me just fine plus I'm saving myself money.

Interior of the La Mesa Los Santos Customs:
Note, you can gain the ability to jump and climb inside the building by killing the mechanic. I just didn't have the heart.
I didn't really notice before, but there is a Romero Chariot Hearse up on the lift.

I don't remember where i heard it but it's still one of the best ideas i've come across: mechanic/mod shops should work as in real life. If your car is banged up it should be at least a couple of days before it's repaired. It would probably work if the more damage the vehicle took, the longer it must stay at the mechanic. It would certainly force people to be more careful and maybe discourage idiotic behaviour. A pity it's never gonna happen

However, I think forcing you to always pay for repair costs (respawning the car wouldn't fix it, kinda like a SecuroServ vehicle) could be interesting.

Now that I have my own shop ... In the words of Joc Cranley: "I'm Giving Em All The Finger" ... No more hearing the LSC guy saying what's wrong with her now every time I bring a foreign car.
I'll happily sip Champagne & customize my cars in a clean private garage with an ocean view. #WeMadeIt.
