I ended up playing the Dispatch Services more than I thought, a lot more. I came across rookies a few times & we ended up doing the missions the old school way for hours, picking missions from the voting screen. It was a lot of fun.
The one at the recycling plant became my favorite mission.

The one in the recycling plant is quite good yes and it means you can't be lazy and stay in your Deluxo the whole time as you need to go inside the recycling plant itself.
I found the one at the police station to be quite difficult. Well the first time I played it with a few other active people it was easy but the second time it was just me and an afk guy. I was really struggling to get out of the police station after killing the target and was running through a lot of snacks and armor to avoid dying. My afk partner then died a couple of times back at the starting point so I guess he got the wanted level as well but it kind of saved my blushes as I'm not sure if I would have made it out anyway.
I noticed with these missions when I tried to cal Pegasus I couldn't get through so that option seems to have been disabled? I did notice blue helicopter icons scattered around the map though on at least one of the missions so perhaps Rockstar provided us with armed Buzzards or something seeing that we couldn't call Pegasus?

Yea, Pegasus services are disabled during the missions. You can still use your personal aircrafts & heavy weaponized vehicles. They provide Maverick helicopters, I suppose they are emphasizing the importance of "team work". Dispatch I indeed gets messy outside the station, my strategy is to park my car (pointing east) next to stairs facing north & keep the engine running for a quick getaway. On my way out, I only take out the cops who pose an immediate threat or get in my to the car. Once I hop in the car, I drive to the train tunnels ahead.
